For decades, human resources has been defined by structure, compliance and process. Policies, handbooks, approval workflows and standard operating procedures formed the backbone of HR operations across organisations. These systems delivered governance and consistency at scale, but they also created distance between HR teams and employees. Questions were routed through ticketing systems, responses depended on availability, and engagement often occurred only at fixed intervals such as quarterly reviews or annual surveys.
