AI and copyright – in a welcome move, UK legislators reject tech vendor claims, warn of existential danger to Britain’s creative sectors

Britain’s $165 billion creative industries face a “clear and present danger” from generative AI, and government must not sacrifice “our outstanding creative capacity for speculative AI gains”.

That’s the stark, but welcome, conclusion of the Communications and Digital Committee of the UK Government's upper legislature, the House of Lords, in an 83-page report published today from its Inquiry into AI and Copyright.

From November 2025 to January this year, the Committee heard in-person testimony from all sides of the debate, including vendors, academics, copyright experts, news organisations, and industry groups, with written submissions published earlier this month.

After considering all the evidence, the Lords’ judgement could not be clearer. The report says:
