Broadband service has never been widely available in rural areas, largely due to lower population counts and difficult terrain. The Federal Communications Commission's overdue ruling classifying a high-speed connection as at least 100Mbps down and 20Mbps up makes reliable connections even harder to find in rural areas, where consistent 100Mbps speeds remain rare and expensive.
